About the Position: Serves as a Program Analyst (Strategic Planning) for the Joint Activities located at Fort Liberty, North Carolina.
Duties
Serves as the Deputy Director’s expert on the analysis of force structure, human capital management, and human resources programs.
Conducts analysis of data Provides recommendations to the Commander which have a substantial impact on civilian and military human resources, manpower, force structure, and other command programs
Serves as the J1 program analyst for all human capital planning efforts, which impact joint military and civilian requirements of the command.
Represents the command as the senior analyst on programs which have substantive overlap, including human resources, manpower, force structure, and command operational requirements.
Requirements
- Must be able to obtain and maintain a Top Secret (SCI) security clearance.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- Subject to short notice recall. Must reside within normal commuting distance of work site (50 Miles).
- May require temporary duty (TDY travel up to 15% or less of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes conducting analysis of human capital or manpower program data to provide recommendations on human capital programs; evaluating the impact of changes to mission, manning, and budget on command programs; and conducting program evaluations to assess the efficiency and effectiveness of transformation initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
