About the Position: Serve as the Huntsville Center (HNC) Manpower Officer in the Directorate of Resource Management to plan, organize and direct the manpower management. This position is obligated and will be filled permanent. This is a developmental position and will be filled at the GS-09 level with promotion potential to the GS-11 level.

Duties

Provide manpower advice in the conduct of organizational review, and manpower surveys conducted by the HQUSACE Manpower Staffing Standards System. Responsible for the organization manpower system submission used to determine manpower requirements. Receive and disseminate manpower allocation, including the coordination of the initial and final numbers. Conduct studies and analysis of organizational structures and functions in connection with proposal for reorganizations, organizational realignments and restructuring.

Specialized Experience: One year of specialized experience which includes experience in analyzing operating officials' manpower requests; assists in preparing justifications and recommends adjustments; experience in performing periodic review of organizations and functional studies; assist in the review of manpower resources and utilization, proposal, coordination; conducts management studies of organizations/functions to ensure the most effective use of resources within the Center. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Specialized Experience: I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes assisting in planning and conducting management studies of missions, organizations, functions, military and civilian manpower requirements; assisting in conducting reviews of work processes space utilization, office management, etc., and determine workflow and other information pertinent for detailed analysis; prepares written reports and makes verbal presentations of findings and recommendations; assist in the development, distribution and documentation of manpower requirements and authorizations; and serves as the Government Travel Charge Card Program Agency Program Coordinator (A/OPC) for the Center.
