About the Position: Serves as an Occupational Safety and Health Specialist for the Army National Military Cemeteries (ANMC), a Direct Reporting Unit to Headquarters, Department of the Army (HQDA) for the necessary support of the over 500 military, government civilian, and contractors employed at the two cemeteries and the 3.5 million visitors who come to the cemeteries for funeral services, ceremonial events, or as tourists.
Duties
Plan and organize results of comprehensive surveys and job hazard analysis of all areas and operations assigned.
Coordinate Safety and Occupational Health (SOH) training classes.
Consult with subject matter specialists and managers about changes in work processes and proposed methods to eliminate unnecessary risks and control hazardous conditions.
Implement accident reporting requirements within the Army National Military Cemeteries (ANMC).
Investigate all extensive property damage accidents, all temporary totally disabling injuries, and all fatalities.
Analyze all accidents to determine hidden causes and system errors which contributed to the occurrence.
Investigate hazardous conditions, practices, and equipment to identify the nature and severity of hazards and possible remedial actions.
Consult with subject matter specialists and managers about changes in work processes and proposed methods to eliminate unnecessary risks and control hazardous conditions.
Plan and monitor effectiveness of safety promotional and educational campaigns designed to meet both general and specific goals of reducing accident occurrences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Must be able to lift up to 25 lbs.
- Must be able to obtain and maintain the Army Professional Certification in Safety and Occupational Health (PCOSH) within two years of hire.
- Must be able to complete and pass a pre-employment physical.
- Employee may be required to work overtime, be recalled to duty from home and be required to work on weekends and holidays.
- This position may require the employee to work in adverse environmental conditions and hazardous work sites.
- Individual must possess and maintain a valid state issued driver's license.
- You may be expected to travel up to 20% for this position.

GS-07:
Specialized Experience: One year of specialized experience which includes ensuring safety standards are in compliance within an organization; assisting with investigating hazardous conditions such as equipment, to identify remedial actions; and resolving safety hazards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene).
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09:
Specialized Experience: One year of specialized experience which includes utilizing automation tools to report accidents; assisting with conducting Safety and Occupational Health (SOH) practices; and identifying standards to prevent unsafe conditions to reduce accidents. Experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
