This position is located in the Bureau of Overseas Buildings Operations, Office of Safety, Health and Environmental Management, Risk Analysis and Management Division and is responsible for assisting in the formulation and implementation of Departmental policies and programs designed to protect individuals at diplomatic posts from workplace and environmental hazards.

Duties

Conducts on site investigation of Class A Mishaps involving fatalities, occupational accidents, serious injury/illness, significant property damage, etc., assesses effectiveness of remedial actions and devises risk management strategies. Assists in managing the Motor Vehicle Safety and Mishap Reporting and Analysis programs at posts: collection and analysis of data, evaluation of strategies for enhancing program effectiveness, development and presentation of training and briefings. Manages the event data recorder program for overseas embassies including analyzing motor vehicle safety data, identifying program deficiencies, and develops and recommends long range plans, policies, and procedures to reduce motor vehicle mishaps.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.  Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service in or related to safety and occupational health which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition, qualifying specialized experience must demonstrate the following: Experience evaluating motor vehicle safety utilizing an event data recorder program. Experience conducting investigations and providing guidance on corrective measures in response to motor vehicle mishaps. Experience analyzing motor vehicle mishap data to identify trends and to promote safe work practices. There is no substitute of education for specialized experience for the GS-13 position.
