You will serve as a FINANCIAL MANAGEMENT ANALYST in the N82-Programming and Budget Division of NETPDC.
Duties
You will apply knowledge of policies, precedents, regulations, and guidelines for financial oversight, budget formulation, and/or budget execution in order to analyze and evaluate changes in program plans and funding.
You will create/prepare/distribute/review/analyze purchase requests and other funding documents.
You will monitor and track obligation and rate of expenditures of budgeted funds.
You will update and maintain multiple financial information systems.
Requirements

- This is a bargaining unit position.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing analysis of various accounting transactions, reports, financial statements, and reconciliations; 2) Creating/preparing and Processing funding requests/ documents (i.e. reports, purchase requests, reports, payments, invoices and PCS vouchers) in accordance with policies and guidelines to ensure prompt payment; 3) Utilizing knowledge of budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization; 4) Utilizing various financial systems (i.e. Navy Enterprise Resource Planning (Navy ERP), Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System - Consolidated (CFMS-C), Corporate Automated Resource Information System (CARIS), Defense Travel System (DTS) and WAWF/iRAPT); and 5) Monitoring and analyzing financial processes, integration of external system interfaces, and recommending improvements.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing financial correspondence, reports, and other documents in draft and final form utilizing Microsoft office (i.e. word, excel); 2) Assisting with updating and maintaining financial information systems; and 3) Providing administrative support and financial support/financial transaction processing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
Successful completion of master's or equivalent graduate degree
or
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related to the position being filled
GS-07:
Successful completion of 1 full year of graduate level education
or
superior academic achievement
