Duties

The primary purpose of this position Is: to manage ail operations resource and aviation management activities by using the Aviation Resource Management System (ARMS) for all flying personnel In the squadron. Plans, organizes and executes activities of Operations Data Management ensuring aviation resource management comply with legal and regulatory requirements and meet customer needs. Responsible for all flight incentive pay actions Prepares and monitors aeronautical order request, reviews for accuracy, files copies. Maintains liaison between squadron and host wing/group AFORMS/ADOTS representatives and performs various functions and special projects directed by management or higher-level command; conducts studies, inquires, and surveys.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management 0301, Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes knowledge of and skill In interpreting, explaining and applying aviation management policies, and procedures as they relate to weapon employment and systems, automated flight, and training records. Knowledge of Air Force Aviation Resource Management System (ARMS) and its associated programs, Interface requirements, Oracle report writer language, aircrew flight records and maintenance. In-depth knowledge of aviation service eligibility, aircrew rating requirements, Aviation Career Incentive Pay requirement, Career Enlisted Flying Incentive Pay requirements, Hazardous Duty Incentive Pay requirements in relationship to reserve status codes, the AFRC Automated Incentive Pay Program, and aircrew compliment. Thorough knowledge of the ACIAs of 1974 and 1989, NDAAs of 1996 and 2000. Must have knowledge of the Operational Flying duty Accumulator (OFDA) and the effect on an aircrew member's aviation career. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit copies of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of aircraft types and aircrew composition. Knowledge of aviation service eligibility directives. Ability to work in stressful areas and respond to situations rapidly. Knowledge and experience using personal computer (a variety of software and hardware, i.e., word processor, spreadsheet, graphic presentations, e-mail, etc.). Skill and ability to prepare projects/reports and have the ability to deliver briefings to senior staff and management personnel at all levels. Ability to plan, organize and communicate effectively, both orally and in writing. Skill and ability to operate ARMS and its system interfaces and to troubleshoot/resolve system technical problems. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Ability to plan, organize and re prioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
