The supervisor outlines overall program objectives, potential resources, priorities, funding, implementation of new work method, and overall project studies. The incumbent and the supervisor (or their designee) discuss the overall scope of the assignments, priorities, and deadlines and come to mutual acceptable approaches and agreements.

Duties

Duties consist of the following, but are not limited to: Comprehensive working knowledge of applicable public laws VA regulations and national, VISN and facility directives, legal decisions and state laws dealing with care, policies, procedures, and precedents regarding scheduling, clinic profiles, ambulatory data capture, workload, billing, DSS(MCA) identifiers and ACA principles. Ability to locate and interpret appropriate applicable regulations. Thorough knowledge of insurance intake processes, specialized medical billing programs and knowledge of how they interrelate to the VA health care system services and programs. In depth practical knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.), File-man, and other applications pertinent to outpatient clinic profile management and data collection. Knowledge, experience and ability to select, interpret and apply regulatory guidelines, precedents and protocols to process clinic profile requests involving complicated decisions with multiple factors. Ability to discern best fit from multiple alternatives and/or to satisfy conflicting requirements and purposes. Knowledge, experience and innovative skill to evaluate and analyze processes and procedures with multiple variables, problem-solve and apply mature judgment to make complex independent decisions with ramifications across a continuum. Ability to work independently. - Ability to effectively multi-task with multiple departments and assignments - Knowledge and skills to communicate effectively with a wide variety of professional and non-professional individuals to facilitate a liaison between services, a smooth and efficient workflow, resolution of problems, and promote good relationships. Knowledge and skills on how to locate, extract, interpret and generate reports of various natures for various Facility services. Knowledge of various software applications and databases to develop reports and manage data. Promotion Potential: Upon satisfactory completion of statutory requirements and contingent upon the recommendation of the supervisor, the incumbent may be promoted to GS-0343-11 [Next developmental grade]. Work Schedule: Mon - Fri 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: (For the GS-9) Carefully read the following descriptions of the required specialized experience for the position. This experience must have been equivalent to at least the GS-07 grade level in the Federal Service. Specialized experience: Examples of specialized experience would typically include, but are not limited to: Utilizing computer software programs, develops procedures for validation of data input, e.g., Outpatient Error Listing, Patient Treatment File (PTF) discharge, clinic workload; Assists with cost effectiveness studies by collecting data and making computations; Performs program cost analyzes such as development of-life cycle or other cost analysis of projects, or performance of cost benefit or economic evaluations of programs; Assigns menus, security keys, and mail groups to service employees as well as non service employees requesting special service/VistA options, making necessary changes as employees transfer to and from other services; Keeps current on developments and informs service line users of changes in programs and new reporting requirements; Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; Works with Program Application Specialist in designating and preparing data management analyses, special studies, and reports for use by top management for budget preparation and workload projections using multiple data sources; Estimates and computes workload projections throughout the Fiscal Year. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education beyond 1 full year of graduate level education. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
