This position is located in the Small Business Administration, Performance Planning and CFO in Washington, DC. Serves as a Senior Analyst on all budget, financial management, and program planning activities.
Duties

This position is responsible for owning a portfolio of budget tasks, such apportionment processing and budgetary entries/review, overseeing SBA's loan portfolio and analyzing and projecting spending, and contributing to budget planning and execution, including but not limited to, fostering a culture of strategic budget planning and innovation, managing funding scenarios considering fiscal uncertainties, and enhancing the fiscal stewardship of Agency resources and taxpayer dollars by leveraging data and outcomes.
Duties:
Provides expert advice and analysis for budget formulation, presentation, and execution including assisting with program planning and analysis of agency activities.
Supports technical develop of financial management system reports, contributes requirements for financial management system enhancements aligned with Chief Financial Officer (CFO) activities and goals; reviews expenditures and recommends adjustments in the annual plan, as necessary, to reprogram funds to meet priorities and major office initiatives. Prepares status of funds and cost projection reports for the CFO and reviews and reconciles budget spending to approved budgetary authority levels.
Prepares Congressional reporting requirements, OMB data requests, audit deliverables, and ad hoc inquiries from external stakeholders. Ensures that internal budget requests and reports are consistent with Agency strategic and performance plans.
Identifies opportunities for process improvement and automation within existing budget function, to improve outcomes for the OPPCFO team and Agency. Participates in cross training of team functions to facilitate innovative solution to improve business processes and the customer service experience. Builds an enterprise understanding of the Agency, including requirements related to Federal Credit Reform Act, budgetary requirements, and operating functions to help further strategic planning and utilization of limited resources using cost benefit analysis and return on investment reviews.

Qualifications
For the GS-14: One year of specialized experience, equivalent to the GS-13 grade level in Federal service, obtained in either the public or private sector:
Planning and organizing budgets for a whole organization and developing presentations to external stakeholders; and
Developing and setting standards for budgetary processes to enhance budget execution and financial planning for an organization; and
Performing analytical duties and develop recommendations for leadership decision-making; and
Assisting in automation efforts to enhance financial management and reporting.
