This position is in the U.S. Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Mine Safety & Health Enforcement, Management Office. MSHA works to prevent fatalities, illness, and injury from mining and secure safe and healthful workplaces for America's miners. The incumbent of this position serves as a team lead tasked with training, advising, mentoring, and assisting lower-graded employees in completion of the Mission.
This position is outside the bargaining unit.
Duties
Serve as a Team Leader.
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team task.
Initiates, plans, develops, and conducts high-level organizational-wide studies to tackle and resolve program problems which are critical to the accomplishment of the Agency and the Enforcement organization's mission. Such studies serve as a basis for realigning program and administrative areas often resulting in a major restatement or modification of the organization's objectives and/or goals and operating plans.
Conducts special complex, long-term, and short-term impact analyses to determine changes in administrative operations and plan the most effective, cost efficient implementation. Serves as a leader on special projects that dictate a team approach as required. Determines the needed resources and directs the work of others within the Enforcement organization.
Administers certain administrative and operational programs for the Enforcement organization nationwide and serves as the primary contact person to ensure consistency in implementation and results. The programs vary and range from human resources, IT, credit card purchases, contracting, budgeting, space and fleet management, etc. The incumbent is relied upon as the expert in these areas and decisions, evaluations, and recommendations are accepted by superiors with little or no changes.
Serves as a point-of-contact for the Enforcement organization with outside officials. The incumbent provides data in response to requests; relays informational requests to other entities of the Agency or organization; coordinates data requests from other organizational components; and follows up on organizational activities to ensure timely response to all requests.
Evaluates reports and activities of the field offices as well as from industry, union, and other sources. Results of these evaluations may be used to assure uniformity and thoroughness in the application of the requirements of the Federal Mine Safety and Health Act of 1977 and as the basis for changes in existing, or the evaluation results, existing policies or programs are found to be ineffective concerning the accomplishment of the organization's mission. Recommendations are consistent with MSHA's goals and objectives and are supported by facts and logical rationale. Receives and reviews draft and final reports of findings issued and develops a plan of action to implement required recommendations.
Plans and coordinates or conducts a wide variety of high-level and often one-time, special projects which may involve cost-benefit analysis, organizational climate, and effectiveness, the accomplishment of Agency and organizational goals and objectives, etc.
Responsible for evaluating and developing systems for sound personnel and position management within the entire Enforcement organization. Represents the organization on various ongoing or ad hoc committees and task forces involved in the deliberation of management information system integration, accountability program plans, and varied administrative areas such as equal opportunity and labor relations. Incumbent may also serve on Departmental committees and task forces.
Responsible for an array of information preparation, gathering, and dissemination to a diversified audience, as well as for commenting on and preparing, reviewing, and changing, both formally and informally, numerous documents that can impact Agency and/or Enforcement programs/policies/procedures.
Contracting Officer Representative duties.
Performs other duties as assigned.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Incumbent must obtain and maintain Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level I certification (8 hours of training) within 6 months of report date.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized experience must include the following:
Experience analyzing programs or processes to assess effectiveness and ensure successful implementation.
Experience developing plans and objectives for the long-range implementation of administrative support programs and activities.
Experience making recommendations for improvements to policies or programs.
Knowledge of a complex field of laws, regulations and Federal legislation
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Education
There is no education substitution at the GS-14 grade level.
