You will serve as a HEALTH PHYSICIST in the Health Physics Branch (Code 105.52), Radiation Health Division, Radiological Control Office of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will plan, direct, evaluate, and write procedures to accomplish the personnel exposure control program at the Shipyard. You will provide direction, troubleshooting, and technical assistance for all instrumentation use and problem resolution, advise and consult with vendor representatives on instrument malfunctions, and review instrument and system implementation. You will perform analysis and evaluation for fleet dosimetry investigations and problems. You will review personnel exposure information for individuals and for specific jobs. You will provide professional expertise on qualitative and quantitative radioactivity analyses and techniques for the Shipyard and other facilities, and advise radiological engineering and management personnel on radioactivity analysis issues. You will set goals and schedules and provide technical and administrative guidance to personnel performing the work. You will perform other duties as assigned.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing records, developing procedures, investigating and documenting anomalies, and advising on radiological issues and/or programs. Experience preparing reports, conducting analyses, and ensuring environmental compliance. Experience recognizing radiation health factors associated with all of the biological monitoring programs conducted by the Shipyard and determining their impact on the authorization of individuals to receive occupational exposure to ionizing radiation. Experience applying knowledge of the techniques used to minimize personnel radiation exposure and the spread of radioactive contamination. Experience using the Automated Radiological Controls Management Information System (ARCMIS) and other computer software used in the dosimetry program. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess:

A. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.

or

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11:
Successful completion of a Ph.D. degree or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. degree
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
A combination of experience and education as described above that equates to one year of experience
