You will serve as a HEALTH PHYSICIST (INSTRUCTOR) in the RADCON TECHNICIAN TRAINING BRANCH, RADIOLOGICAL SUPPORT DIVISION of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will serve as a Senior Instructor.
You will provide in-depth training through lectures and seminars to Radiological personnel in such areas as health physics, reactor systems and principles, statistics, exposure control.
You will ensure newly hired radiological control technician trainees progress through the prescribed training program.
You will train and certify Branch instructors to local and Naval Sea Systems Command (NAVSEA) requirements.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience researching, developing, reviewing, administering, and grading training courses, practical, and qualification tests involving the principles of radiological work practices of Radiological Control Technicians (RCTs), RCT Trainees, and Supervisory RCTs;
Experience conducting surveillance to monitor effectiveness of training and adherence to standards recommending and instituting changes to procedures to improve training;
Experience developing and participating in radiological emergency drills, providing oversight or worker response;
Experience training and mentoring junior instructors to enhance and develop their organization skills, accuracy, and qualifications to train;
Experience applying and maintaining knowledge of NAVSEA and Shipyard radiological control procedures, practices, and requirements.
GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing classroom, field, and practical training of newly hired radiological technicians in a timely manner and in accordance with applicable schedules and requirements;
Experience providing recommendations for changes to training procedures base on outcome of worksite surveillances;
Experience conducting retention testing for radiological control technicians and providing remedial training as necessary;
Experience ensuring training records, qualifications, and requalification records are current and correct;
Experience reviewing graded, written tests and ensuring practical tests administered by junior instructors are graded correctly and adhere to established policies and procedures.

Successful completion of a Bachelor's Degree or higher in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

There is no substitution of education for experience at this grade level.
GS-11:
3 years of progressively higher level graduate education leading to a Ph.D. degree
or
Ph.D. or equivalent doctoral degree
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
*One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
