You will serve as a Health Physicist in the Radiation Protection Branch, Radiation Health Division, Radiological Control Office, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will plan, organize and coordinate the Radiation Protection Program and assess the effectiveness of radiological protection procedures. You will draft reports and write/rewrite procedures for personnel monitoring programs, procedures for measuring, recording, and analyzing radiation exposure data, and procedures for the decontamination of personnel. You will coordinate action for appropriate disposal procedures for radioactive waste including solidification requirements for liquid waste. You will serve as Shipyard Assistant Radiation Safety Officer (ARSO) and assist with assuring all Shipyard work is performed in compliance with NRC requirements and standards. You will respond to emergencies assuming command of recovery actions. You will evaluate the effectiveness of radiation protection standards and recommend and implement changes. You will serve as an instructor in radiation protection courses specified by Radiological Affairs Support Office.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Incumbent must be physically qualified for radiation work as prescribed by NAVMEDCOM requirements set forth in NAVMED INST P-5055.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This is a bargaining unit position.
  • Occasional overtime may be required.
  • Relocation expenses (PCS) may be authorized in accordance with applicable travel regulations and available command funding.
  • A Recruitment or Relocation Incentive may be authorized in accordance with applicable regulations and available command funding and may require a service agreement.

Qualifications

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements, in order to qualify for this position your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with nuclear engineering/health physics concepts, principles and practices, and administrative techniques, applicable to planning and carrying out an assigned Shipyard radiation health program. Experience evaluating radiation health conditions and the physiological and biological effects of radioactivity on the health and well-being of workers and the methods of preventing adverse effects. Experience using engineering and health physics sampling techniques and instrumentation. Experience writing comprehensive technical/scientific/engineering reports. Education

BASIC REQUIREMENTS: All applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual.

The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:
  1. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
OR
  1. Combination of education and experience -- courses as shown in 1 above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph 1.
You MUST submit a copy of your transcripts. Failure to do so will result in an ineligible rating.

POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement.
