About the Position: Office located at Defense Health Network Headquarters, Falls Church, VA, on site requirement with capability of telework up to 2 days per week or 4 days per two week pay period. Offices hours will be standard hours 0800-1630 with additional support needed earlier and later to support Defense Health Network leadership. Working environment is cubicle setting in office building.

Duties
Develop budget procedures complying with cost and financial considerations.
Adjust allocations as required to optimize goals within financial and time constraints.
Execute funding programs in compliance with financial management principles and concepts to ensure effective use of agency resources.
De-conflict resource limitations to optimize use of available funds.
Serve as the Budget Officer for all subordinate Military Treatment Facilities and primary staff.
Develop long-range budget concepts and procedures, funding policies and procedures and appropriate cost factors to be used in various financial considerations.
Prepare a variety of charts, graphs and/or other graphics for briefings, reports and analysis for the Network Director, Chief of Staff and/or Chief Financial Officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
Qualifications

Specialized Experience: One year of specialized experience which includes: (1) Revising medical facility instructions or procedures in response to policy changes; (2) coordinating financial and resource planning to execute medical facility objectives; AND (3) analyzing medical facility budgetary data and trends to assess effectiveness of expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
