The primary purpose of this position is to serve as a Financial Management Specialist providing staff assistance and guidance concerning military pay to assigned organizations and performing assignments to further develop applicable analytical evaluative skills and techniques. The employee will also prepare and analyze budgets, create statistical and management reports related to security assistance activities and reimbursements, and prepare pricing.
Duties
Serves as a financial management specialist performing a variety of assignments related to administering operational level financial services and functional support to all echelons of command.
Coordinates and works with OSD, DFAS-IN and joint-service personnel, and serviced activities to ensure uniformity in the treatment of pay and benefits transactions and document flows.
Carries out special projects and participates in special initiatives and studies.
Prepares written correspondence and other documentation. Develops and maintains Standard Operating Procedures (SOPs) and procedural internal controls for section.

- (cont.), section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501.
GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

EDUCATION: Applicant must have successfully completed 1 (one) full year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work and consult effectively with co-workers.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts and theories of Financial Management, and the standard practices, methods and techniques of the occupation sufficient to perform difficult but well-precedented assignments.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:

2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts and practices of occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy both orally and in writing, as well as work in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in subject-matter field.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
