Duties
The primary purpose of this position is to:
Subject Matter Expert (SME) responsible for framing complex national security problems by leading analytical research studies to discern the myriad of strategic guidance document (e.g., statutes, treaties, national strategies, Joint Strategic Campaign Plan (JSCP), Standing Rules of Engagement, etc.)
Establishes precedents in application of problem solving techniques to enhance existing processes.
Develops globally integrated Combatant Command deliberate plans by synthesizing the results of the problem & solution framing into CCMD plans crossing the Cooperation & Competition, Crisis, and Armed Conflict spectrum.
Senior planner and matrix team leader.

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service (may have been obtained in the federal service, military, or private sector). Specialized experience must include skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Advanced knowledge of and ability to adapt the Joint Planning Process (JPP) in the development of campaign and deliberate plans. Knowledge of joint doctrine and DoD policies regarding the development, maintenance, and transition of CCMD plans to orders.
For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge of an ability to adapt the Joint Planning Process (JPP) in the development of campaign and deliberate plans.
Knowledge of joint doctrine and DoD policies regarding the development, maintenance, and transition of CCMD plans to orders.
Ability to apply quantitative & qualitative techniques to develop, adapt, and apply systems modes to frame problems and articulate multiple valid solutions to senior leadership. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
Advanced knowledge of joint military theory and practice for implementation and execution of war plans, to include: In depth knowledge of the Adaptive Planning & Execution (APEX) policies and procedures, the Joint Strategic Planning System (JSPS), and the Joint Staff and departmental structures and relationships with CCMDs.
Ability to organize and leady study teams tasked to co-create new ideas, projects, and methodologies in context of strategic guidance and the operational environment. Ability to lead planning projects (analytical and synthesis) within established financial and/or time constraints. As required design, build, program, and use models and simulation techniques to facilitate findings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
