About the Position: Serves as training instructor/writer and participates in course development. Responsible for both pre-instructional and instructional actions including overall maintenance and improvement of assigned course areas of liquid logistics and distribution. Applies a variety of instructional techniques including lecture, seminar, conference and group discussion, programmed instruction, self-paced instruction, and multimedia instruction.
Duties
Instruct in schoolhouse on 92F (Petroleum Supply Specialist), 92L (Petroleum Laboratory Specialist), or 92W liquid logistics areas of concentration, keeping abreast of continuing state of the art changes in systems and evolving technology.
Review and determine need for training content revisions, making pen-and-ink changes to reflect lessons learned.
Provide subject matter expertise (SME) to liquid logistics and training products.
Review and recommend changes to doctrinal publications, technical manuals, interactive multimedia, and exportable training support packages.
Serve as an on-site subject matter expert for new equipment testing and the validation of technical publications for new equipment.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes demonstrating a practical knowledge of the subject area of the position and of the methods and techniques of instruction experience in liquid logistics distribution, storage and issues with the associated systems, subsystems and components that encompass one or more of the petroleum supply/laboratory specialties or water treatment specialties such as distribution, storage, pump theory, pipeline operations, water purification/treatment, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, such as, mechanical, civil or chemical engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
