About the Position: Serve as a Budget Analyst HHBN V CORPS, G-8 FIN PRGMS & RESOURCES, HQ SECTION, FORT KNOX, KY.

Duties
Responsible for providing advice and guidance to program managers for assigned accounts.
Provide advice and guidance to functional activity managers on obtaining and effectively using government funds.
Perform full range of review and analysis functions in budget administration, budget planning, budget formulation, budget execution, budget presentation and fund control.
Perform a wide range of budget functions in the formulation, execution, presentation, and review of assigned segments of the activity’s budget program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a SECRET T3 Clearance, NCS Position Sensitivity.
- IAW DoD Policy, must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.
- Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
- TDY up to 60%.
- Financial Management Certification (FMC) – FMC Level 2 must be obtained within two (2) years of entry on duty. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
- Must be able to receive inoculations IAW DoD requirements for travel to specific countries.
- Must be able to travel using military transportation or non-commercial means of travel.
- This position is designated Mission Essential.
- Must be able to work under austere living conditions, as well as, share accommodation under field conditions (containers, tents and/or barracks).
- Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes preparing operating budget based on data input from managers; resolve budget issues based on data analyst; performing a full range of budget and analysis functions, formulating and executing an internal operating budget and analyzing budget trends; provides advice/recommendation to installation managers/staff official on the distribution of allotment and available of budgetary funds for program purposes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
