This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Austin, TX. This position serves as a program specialist responsible for administering the Agency's policy and programs related to performance management and employee recognition.

Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated. Develops and implements policies, procedures, and agency guidance; develops and conducts training; and evaluates program office operations in the areas of performance management, employee· recognition and awards. Provides advice, assists in policy interpretation, identifies, and resolves systemic problems and issues, provides responses and recommendations to specific case situations to managers at all levels of the organization. Evaluates and determines the direct and indirect impacts of new legislation and executive and regulatory issuances on agency performance management and recognition/awards programs. Keeps apprised of current issues, trends and changes in performance management principles, and practices; and procedures emerging from the Office of Personnel Management and regulatory and court decisions. Attends conferences, meetings, seminars, etc., in order to keep abreast of developments in the field and take advantage of new opportunities and best practices of the Office of Personnel Management, other Federal agencies and private enterprise and adopt effective practices within SBA. Reviews operation of performance management system to ensure headquarters and field offices are in compliance with regulatory and policy guidelines and include necessary documentation. Identifies trends and systemic issues and develops operating guidance, training, or other actions to resolve issues and identified problems. Reviews operation of recognition and awards programs and provides advice and assistance to managers on proper use of the programs and overall impact of program implementation. Develops and maintains Standard Operating Procedures (SOP's), notices, instructions, an other publications applicable to the SBA's performance management and award programs; and responds to inquiries raised by managers and administrative staff. Requirements

  • You must be a U.S. Citizen.
  • Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.

Qualifications

QUALIFICATIONS: GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector applying expert knowledge of performance management and technology; developing collaborative outreach with internal and external stakeholders; and experience in development and implementation of Performance management policy and programs. It is available for your review on OPM's Qualifications web site: Human Resources Management Series; GS-201 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 07/31/2024.
