Duties
This position serves as an expert management consultant and advisor in one or more of the HR functional areas relative to human resources.
Advisor in one or more of the HR functional areas relative to human resources, such as employee development, employee and labor relations, position classification, compensation and recruitment and placement.
Performs extensively broad and difficult position classification projects and studies.
Provides comprehensive recruitment and placement advisory services.
Examines issues and proposes actions in direct support of agency human capital strategic objectives.
Assesses progress in the maturity of the agency’s programs/initiatives supporting the human capital lifecycle
Develops contemporary solutions supporting the agency’s talent management and employee engagement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Secret Clearance is required.

Specialized Experience: One year of specialized experience which includes:(1) Experience in a wide range of recruitment and placement concepts, practices, regulations, precedents; (2) Experience with highly complex classification and position management issues; (3) Experience with special recruiting authorities and pay banding; (4) Advise senior executives on a number of staffing policies, procedures, issues, scenarios and workforce requirements; AND (5) Provide comprehensive HR services to management and employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
