Duties

As a senior Human Resources (HR) Specialist for the four-star, Army Futures Command (AFC), provides Title 5 (Competitive Service) and Title 10 (Excepted Service), Defense Civilian Intelligence Personnel System (DCIPS) HR advisory services. Assists with providing policy direction, oversight, and program evaluation of the administrative and technical aspects of both Title 5 and Title 10 HR disciplines. Provides strategic planning, classification and position management, recruitment and placement, compensation performance management and awards for both Title 5 and Title 10 HR positions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Providing human resource support for General Schedule, Defense Civilian Intelligence Personnel System (DCIPS) and/or Acquisition Demonstration workforces; 2) Providing solutions to uncommon human resource inquiries; 3) Utilizing various human resource automated systems to obtain information AND 4) Human Resouces program management at a headquarter level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationPersonnel and Human ResourcesProblem SolvingStrategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
