You will serve as an ADMINISTRATIVE SPECIALIST in the FINANCE of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties
You will research financial transactions to determine supporting documentation required to support the Navy Working Capital Fund financial statement audit.
You will gather documents for audit sample packages from various systems to include but not limited to Navy ERP, DCAS, COBRA, WAWF, EDA, and DTS and ensure samples are complete and accurate.
You will apply fiscal/appropriation laws, policies, directives and Generally Accepted Accounting Principles (GAAP).
You will prepare memorandums to explain or justify documentation discrepancies.
You will perform audit tasks associated with sampling, testing, analyzing and reporting on financial transactions and review internal controls as part of the Integrated Risk Management Program.
You will prepare planning guides, entrance and exit briefs, and final reports for IRM.
You will communicate FIAR guidance, updates and audit results to the organization.
You will work with the NAVWAR FIAR Team and Office of Financial Operations (FMO) on audit findings, resolutions, and site visits.
You will brief Management on test results, financial improvements and audit concerns.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge and experience working financial transactions in Navy Enterprise Resource Planning (NERP) supporting a Navy Working Capital Fund Activity.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
