The primary purpose of this position is to provide specialized technical support services and government-wide maintenance services for all U.S. Government Space Communication Security Systems at a depot level. Responsible for design, development, repair, production, and documentation of software/hardware products for automatic testing and support equipment.

Duties

DUTY 1: Performs in-depth analysis of space cryptographic (ground and flight) system failures and makes all necessary repairs. DUTY 2: Develops and evaluates design characteristics of specialized aerospace cryptographic assets and their associated testers. DUTY 3: Performs environmental and certification testing of space COMSEC equipment. DUTY 4: Provides total quality service. Establishes and maintains a positive working relationship with customers through personal motivation and technical competence.

  • Employee may be required to work beyond normal duty hours to accomplish testing when the testing cycle carries through to non-duty hours and/ or work shift to complete some special environment testing.

  • Employee must be able to pass color blindness examination and also meet the following requirements prior to certification for Hi-Reliability soldering: Near vision- 20/20 at 14 inches and Far vision- 20/50
  • Employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments requiring special clearance/ access.
  • Employee must be able to perform in operational setting of extreme stress caused by the need to keep equipment in full operation to meet impending satellite launch schedules.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Technician/ Administrative" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions for this series in conjunction with the Electronics Technical Series, 0856 Individual Occupational Requirements. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; Electronics technicians may have gained experience assisting in work situations including: Maintenance - Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment. Installation - Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics. Fabrication - Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing. Testing and Evaluation/Research and Development - Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research. Sustainment - Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures. Troubleshooting - Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes work that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment; this experience must have included the use of a variety of support equipment sufficient to plan, design, test, troubleshoot and evaluate the development and/or sustainment of electronic systems or devices; Thorough experience in technical design, development, and documentation of hardware/software products for automatic testing and support equipment, practices, procedures and other technical disciplines. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must be trained on and have a sound, thorough knowledge of a wide range of space cryptographic systems. Training must be from approved AETC courses and/or from the original cryptographic factory course. Must have a thorough knowledge of applied testing techniques and equipment such as environmental, acceleration, and vacuum test equipment. Knowledge of electronics technician principles, practices, methods, and techniques with digital and analog circuits. Knowledge of electronics engineering technician processes and operations. Knowledge of safety and occupational heath practices as they relate to electronics technician performance requirements. Knowledge of current automation technology and practices essential for the accomplishment of electronic technician work. Ability to read engineering plans and specifications. Ability to draw schematic diagrams, design and engineer test interfaces, and document the interfaces. Knowledge of basic mathematics, and understanding of INFOSEC and COMSEC principles. Ability to give oral presentations and to communicate in writing. Ability to maintain good working relations. Ability to plan, organize, and meet deadlines. Ability to gather, analyze, organize, and present data and supporting analyses. Ability to access or locate information through the use of a personal computer or terminal. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Knowledge of organizational and functional responsibilities and operations of CPSG. Ability to meet and deal with customers using a high degree of tact and diplomacy. Knowledge of the principles of Total Quality Management (TQM) and pertinent safety and security practices. Knowledge of security practices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
