The primary purpose of this position is to serve as a first level supervisor providing, planning, directing, managing, organizing, and exercising control over nonsupervisory employees in the assigned work centers
Duties
Duty 1: Manages, plans, organizes, and directs all activities of the work centers, ensuring the center complies with legal and regulatory requirements and guidelines to meet and satisfy customer needs.
Duty 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Duty 3: Represents AFLCMC/HNCM with a variety of installation and functional area organizations
Duty 4: Identifies, coordinates, justifies, and projects formal/informal/OJT annual training requirements
Duty 5: Provides management advisory services in hardware production functions

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of, a wide range of specialized methods, techniques, and principles of electronics and equipment to work with complex systems and/or subsystems composed of combinations of components assembled into a configuration designed to accomplish a specific function (e.g., communication security system, signal intelligence communications system); of applicable laws, regulations, policies, principles, methods, procedures and other guidance related to various functions of life-cycle sustainment/maintenance support; of technical specifications/data to develop, collect, analyze, evaluate, and interpret specifications, schematics, engineering drawing, test reports, original equipment manufacturer technical specifications/technical data when developing/establishing depot level maintenance capabilities; skill in applying qualitative and quantitative analytical techniques to analyze current and/or projected program workloads, to evaluate effectiveness of maintenance support, and resolve maintenance management issues; ability to coordinate effectively with equipment specialists, system managers, and program offices to identify specific maintenance requirements, and to develop and adjust plans and schedules to meet requirements and communicate with various subordinates, peers, and upper management and work effectively with diverse audiences to solve problems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of, a wide range of specialized methods, techniques, and principles of electronics and equipment to work with complex systems and/or subsystems composed of combinations of components assembled into a configuration designed to accomplish a specific function (e.g., communication security system, signal intelligence communications system).
Knowledge of applicable laws, regulations, policies, principles, methods, procedures and other guidance related to various functions of life-cycle sustainment/maintenance support; in depth understanding of the interrelationships of various disciplines required to manage systems/projects/programs, security procedures to maintain control of classified material, and all safety items in a maintenance floor
Knowledge of technical specifications/data to develop, collect, analyze, evaluate, and interpret specifications, schematics, engineering drawing, test reports, original equipment manufacturer technical specifications/technical data when developing/establishing depot level maintenance capabilities; and electronic/electro-mechanical systems/equipment which includes modern and extremely old, out of production systems/equipment and components with very limited/inadequate, or non-existent data.
Skill in applying qualitative and quantitative analytical techniques to analyze current and/or projected program workloads, to evaluate effectiveness of maintenance support, and resolve maintenance management issues
Ability to coordinate effectively with equipment specialists, system managers, and program offices to identify specific maintenance requirements, and to develop and adjust plans and schedules to meet requirements
Ability to communicate effectively with subordinates, peers, and upper management, both orally and in writing, and to work effectively with groups and individuals in planning efforts and in working out solutions to problems or questions
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
