The primary purpose of this position is to exercise second level supervisory and managerial authority over the Hardware Maintenance Section of the Cryptologic and Cyber Systems Division, responsible for providing planning, direction, organizational, and managerial control over supervisory and nonsupervisory employees assigned to the Cryptologic and Cyber Systems Division, Maintenance Branch.

Duties

Plans, organizes, and directs the activities of the Hardware Maintenance Section, providing direct staff support to the Chief of Maintenance, CCSD product branches and various IPT's. Exercises supervisory personnel management responsibilities. Represents Cryptologic and Cyber Systems Division with a variety of installation and functional area organizations. Compliance. Instills a culture of compliance thru actively promoting participation in internal and external inspection processes

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Electronics technicians may have gained experience assisting in work situations including: Maintenance - Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment. Installation - Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics. Fabrication - Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing. Testing and Evaluation/Research and Development - Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research. Sustainment - Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures. Troubleshooting - Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system. AND SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of applicable laws, regulations, policies, principles, methods, procedures and other guidance related to various functions of life-cycle maintenance support; and understanding of the interrelationships of the various Depot maintenance functions. Knowledge of a wide range of manpower, personnel, education, family & readiness, instructional systems, service operations, directives, programs, and procedures. Knowledge of the organization safety and understanding of the specialized needs of the programs or operational areas supported. Knowledge of safety, security, personnel management, EEO regulations, and procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable laws, regulations, policies, principles, methods, procedures and other guidance related to various functions of life-cycle maintenance support; and understanding of the interrelationships of the various Depot maintenance functions; Expert knowledge of a wide range of manpower, personnel, education, family & readiness, instructional systems, and/or services operations, directives, programs, and procedures. Expert knowledge of the organization safety and understanding of the specialized needs of the programs or operational areas supported. Knowledge of safety, security, personnel management, EEO regulations, and procedures. Broad comprehensive knowledge and ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. Ability to plan, organize, and direct the Depot Maintenance functions, and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to identify, analyze, and translate complex information and to evaluate options concerning the effectiveness and efficiency of supply/logistics operations. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively with others, both orally and in writing, and to work effectively with groups and individuals in planning efforts and in working out solutions to problems or questions through subordinate supervisors. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Desired technical background including knowledge of electronic theory and equipment characteristics, as well as experience in the use of data base management systems and other automated systems. An understanding and working knowledge of cryptographic equipment maintenance, digital computer maintenance, system maintenance practices and techniques, software sustainment processes, electronic system fabrication, and development of Automatic Test Equipment (ATE) Test Program Set (TPS) is desired. Desired extensive practical experience with the maintenance of a variety of analog and digital communication devices is desirable. Desired ability to utilize technical data pertaining to different generations of highly complex communication equipment to properly apply production control methods and procedures. Familiarity with various types of test equipment (including ATE) used for electronic equipment maintenance, software sustainment tools, and the automated systems systems used in support of prototype systems design, fabrication, and testing is desired. Desired knowledge of the various technical skill requirements necessary to perform depot level maintenance and be able to apply these requirements to available capabilities to adequately support the various equipment items tasked to support within the Hardware Maintenance Section.
