You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Commander, Fleet Readiness Center, Dept of Navy of COMFLTREADCEN.

Duties

You will analyze employee benefits programs and services (e.g., retirement, health insurance, life insurance) to identify areas requiring improvement. You will coordinate with customers (e.g., Operations Center, Managers, human resources offices, other organizations) to resolve issues with recruitment actions. You will advise managers and employees on drug and alcohol testing processes and procedures (e.g., random selection, follow-up, post-accident, voluntary, reasonable suspicion, pre-employment). You will assess the effectiveness of an employee relations program in meeting strategic objectives. You will review awards packages (e.g., performance, time-off, on-the-spot, special act, meritorious civilian service) to ensure all requirements have been met. You will write agency directives or policies for human resources programs (e.g., classification, compensation management, employee relations, labor relations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a personnel advisor to management in areas such as policies, disciplinary actions, labor negotiations, awards, complaints, performance management, work-life programs, and/or benefits. 2) Establishing guidance and policies for program to solve complex problems to improve programs. 3) Providing advice and assistance in the areas of discipline, adverse actions, grievances, employee counseling, and related functions. 4) Gathering background information, interpreting facts and events, and identifying aggravating or mitigating factors relevant to cases. 5) Reviewing and evaluating employee performance plans and information justifying employee rating, ensuring that mandatory requirements such as employee performance plan issuance, midyear reviews, and final reviews are met.
