Duties

(Continued from Summary)... based on discrimination against age, color, race, religion, sex, national origin, and/or physical and mental disabilities submitted by applicants and National Guard employees, including Department of the Army and Department of the Air Force technicians, and Army and Air National Guard military personnel. Duties Assist in the development of National Guard policy and examine, analyze, and adjudicate case records and prepare final decisions and other determinations on equal employment opportunity complaints based on discrimination against age, color, race, religion, sex, national origin, and/or physical and mental disabilities submitted by applicants and National Guard employees, including Department of the Army and Department of the Air Force technicians, and Army and Air National Guard military personnel. Adjudicates and prepares final agency decisions on class aciton complaints involving alleged discriminatory personnel management policies or practices affecting group of employees in which the remedy, upon a finding of discrimination, could include large monetary awards and new personnel management procedures and priorities not otherwise contained in OPM or National Guard regulation but which may become applicable through the development of consent agreements. Provide on-going direction to the carrying-out by National Guard EO and EEO officials of the technical and administrative aspects of Civilian and Military discrimination Complaint Systems and answers specific questions in writing or orally relating to matters of due process or administrative necessity. Serves as liaison, when law suits are filed in cases for which incumbent was the examiner, through the NGB Judge Advocate, with the Departments of the Army and Air Force Judge Advocate Litigation divisions and with the Department of Justice. Investigates and responds to inquires received from Congress, the White House, OSD, IG, State representatives and National Guard activities, citizens organizations, Army and Air Force National Guard military members and civilian employees, union officialsrepresentatives for complainants, MSPB, OPM, EEOC, etc., regarding complaints of discrimination by military and civilian employees and applicants for employment.

  • Incumbent must attend and successfully complete the Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Program (EOAP) within the period specified by the employer when hired
  • Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training, and maintain certification through annual refresher training
  • This position may be delegated the authority to accept and dismiss complaints
  • Position may perform other related duties as assigned

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0260 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of DoD, Air Force, MAJCOM, federal law, executive orders, and local directives pertaining to Equal Opportunity (EO) programs. 2) Using knowledge and general understanding of Air Force organizational and federal personnel structure and functions. 3) Applying knowledge and practical understanding of organizational and human relations behavior. 4) Gathering facts and using non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions. 5) Providing knowledge of safety and security regulations, practices, and procedures. 6) Planning, organizing, and directing the functions and staff of an organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Air Force, MAJCOM, Federal law, executive orders, and local directives pertaining to EO programs. Knowledge and general understanding of Air Force organizational and federal personnel structure and functions. Knowledge and practical undertanding of organizational and human relations behavior. Ability to gather facts and use non-judgmental and effective analytical and evaluation methods to accurately assess information and make sound decisions. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

********************ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS********************

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
