As a Financial Program Manager, you will be develop, coordinate, and maintain an integrated system of financial services to include accounting, budgeting, management-financial reporting, auditing, financial management and analysis, procurement, and exercising effective control over agency financial resources.
Duties
As a Financial Program Manager, you will:
Provide technical input and guidance to management on decisions regarding the establishment of organizational goals and objectives as well as overall management of the agency. Develop, coordinate, and carry out fiscal policies, procedures, controls, and plans, complimenting those of the Bureau of the Fiscal Services, which provide financial support services for the Access Board.
Serve as the lead agency official in the preparation of OMB and Congressional budget justifications. Coordinate the compilation of budget estimates and program requirements, review requirements submitted by the organizational units, recommend approval or disapproval, point out budget limitations and significant deviations from past years, suggest solutions to funding problems, and advise on probable reactions of Congressional committees and OMB. Along with the Director of Administration, present and discusses budget plans and options at meetings with senior management and the Board.
Develop strategies for presenting budget issues to OMB and Congress. Develop briefing material to assist the Executive Director, the Director of Administration, Chair, and senior staff with presentation and defense of the agency's budget before OMB and Congress.
Qualifications
You must meet the following requirements within 30 calendar days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
Managing or leading staff that performs financial management activities; AND
Developing and implementing a wide variety of financial policies for federal initiatives or programs; AND
Making continual revisions to financial plans due to fluid program requirements.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
