This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs which involves the continual development, planning, coordination, implementation, and monitoring of all programs for the foreign countries.

Duties

Assist in the development, preparation, negotiation, and implementation of plans, terms of reference, agreements and memorandums of agreements between U.S. and designated country(ies). Monitor for the FMS customer(s), the receipt and issue of funds on a timely basis in a manner that precludes over-distribution, and assures prompt funding of vital programs. Establish and maintain liaison with the various DA/DOD agencies involved in matters relating to program planning, logistics management, and related program management activities of the assigned FMS cases. Provide guidance and assistance to mission organizations for expediting appropriate action, assessing impact of program changes and incorporating program changes as necessary to fulfill program requirements. Participate in weapon system program planning and program management reviews.

Requirements

• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• One year trial/probationary period may be required.
• You will be required to provide proof of U.S. Citizenship.
• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of Program Management and Practitioner Career Level Certification must be met within 60 months.
• This position requires temporary duty (TDY) travel up to 30% of the time.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Having detailed and comprehensive knowledge of the Foreign Military Sales (FMS) programs, policies, and regulations; 2) Awareness of Interoperability between US and foreign customers of a major weapon system; 3) Experience providing some of the following: peer reviews, quality assurance, standardization, technical evaluations, pricing letters, case management or Sensitivity Statements. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
