Duties

Provides policy and procedural guidance for the Commander, Vice Commander, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies conferences, official meetings, briefings, social functions, and special projects. Serves as protocol advisor to the 37th Training Wing Commander, staff, and functional installation-level points of contact. Also serves as protocol advisor to specific subordinate group commander and staff if incumbent is matrixed to that group. Custodian for Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) Funds for events/activities for host and associate AF units. Prepares and updates presentations, protocol briefings/reports, correspondence and performs special projects.

  • Positions covered by this SCPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program.
  • Employee must be able to attend a two-week Protocol fundamentals training course at Maxwell AFB, AL.
  • Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.
  • May be required to carry a phone or radio during on and off-duty hours.

  • This is a Mission Essential (ME) position. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission
  • Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • The employee must be able to distinguish between shades of color.
  • Employee must possess a valid state driver’s license.
  • May be expected to perform duties outside of normal scheduled duty hours to include weekends, holidays, and overtime. Subject to being on-call to support mission requirements and during periods of high activity.
  • These irregular hours are usually not forecasted and require flexibility on the part of the member.
  • May be required to travel by military or commercial aircraft to accomplish temporary duty.
  • A pre-employment Physical is required.
  • All federal employees are required to have direct deposit.
  • Severance pay is not authorized - A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees. This is a TERM position NTE 48 months

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: 1) applying analytical and evaluative planning methods, procedures, and techniques to conventional issues concerning the efficiency and effectiveness of protocol operations; (2) utilize knowledge of the organization, programs, mission, and functions of the assigned organization and agency in order to plan, schedule, and coordinate protocol responsibilities; (3) researching special protocol and visiting requirements of high-ranking officials to include general officers on occasion as well as knowledge required to determine appropriate procedures, honors and level of involvement required by organization leadership; (4) exercising knowledge of pertinent budgeting and accounting practices and procedures to project, monitor, and document collection and expenditure of funds. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: : May be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to successfully apply military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events. 2. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense. 3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management. 4. Knowledge of organizational components and functions located throughout the agency. 5. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint. 6. Ability to communicate clearly and effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
