The primary purpose of this position is to serve as the Planning and Integration Manager for Headquarters 16 AF (Air Forces Cyber) and Joint Forces Headquarters-Cyber (AF) A9 Directorate, a Numbered Air Force aligned to Air Combat Command, and the Air Force Component to US Cyber Command.

Duties

DUTY 1: Plans, organizes, and oversees the activities of the 16 AF (AFCYBER)/A9 Directorate. DUTY 2: Exercises supervisory personnel management responsibilities. DUTY 3: Represents the organization at meetings and conferences. DUTY 4: Balances the interests of a variety of analytic customers, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives. DUTY 5: Manages Directorate resources, including annual budgets, equipment, and personnel.

Qualifications

This is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include, as the supervisor, the incumbent fully shares the direction of all phases of the organization, programs, and work, or is assigned continuing responsibility for managing a major portion of the programs and operations with the total authority and responsibility for the organization. Serve as the 16 AF (Studies Analyses) representative on special projects directed by other agencies or commands operating independently and with full authority to represent the command. The supervisor often does not have technical precedents and guidelines available for the assigned projects or, if some exist, they only provide a foundation for departure. The supervisor develops or redesigns new methods, approaches, or criteria to meet the demands of the specific assignment. The supervisor uses considerable judgment and ingenuity and exercises broad latitude to determine the intent of new or revised guidelines; develop policy and guidelines for specific areas of work; and to interpret policy statements, regulations, and methods development plans. The supervisor provides exceptional coordination and integration of several very important and complex program segments or programs of professional, scientific, managerial, or administrative work comparable to the GG-13 or higher level. Supervision and resource management at this level involves major decisions and actions which have a direct and substantial effect on the Air Force and DoD organizations and programs. The supervisor develops changes to plans and/or methodology and provides recommendations for improvements to meet program objectives. Reviews completed work for consistency with and potential legal impact on policies and broad AF objectives and program goals. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of knowledge regarding strategic analysis and data collection and processing management principles, practices, techniques, and procedures to effectively supervise the planning and integration of studies, analyses, and assessments into Air Force Information Warfare (IW) operations, including project development and execution, training, and advisory services. Demonstrated in-depth knowledge and understanding of Air Forces Cyber tactics, techniques, and procedures (TTPs); to include, but not limited to, Offensive and Defensive Cyber Operations, IW operational requirements, IW concepts of operations, and the employment of information processing systems in military environments. Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, analysis methodologies, and expert ability to develop analytical investigative techniques and provide recommended feasible solutions to 16 AF (AFCYBER)/JFHQ-C (AF), USCYBERCOM, and the other Service Cyber Component' staffs. Expert on analytical and evaluative methods and techniques, as well as measurement of data, to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations, to include adapting or developing new or modified methods. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing information technology and data management solutions and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and the ability to adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing, as well as work in a professional manner with peers and senior leaders. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated Special-Sensitive and requires a TOP SECRET (TS) security clearance and access to Sensitive Compartmented Information (SCI), as well as other intelligence-related Special Sensitive or Special Access Program (SAP) information. Position also requires incumbent to be willing to submit to a Counter? Intelligence Polygraph examination. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
