This position is located at Bureau of the Fiscal Service, Office of the Chief Data Officer. As an IT Specialist (DATAMGT), you will be implementing the Bureau's data strategy, which includes expanding its Fiscal Data Hub.
Duties
As an IT Specialist (DATAMGT), you will:
Serve as a seasoned data engineer responsible for developing data ETL pipelines in Python and Spark and for shepherding the offerings of legacy, monolithic data systems (e.g., Oracle, mainframe) to a cloud-native data lake.
Create backend APIs with RESTful endpoints using Python Flask, Django, RestX, Swagger, SQLAlchemy, or comparable frameworks and tools.
Create and advises on software templates and standards to be used by other offices for their migration to cloud infrastructure.
Participate in the review of application design and development efforts by other data professionals, the development of standards and procedures for the Bureau, and the evaluation of new technologies.
Design various open system databases to meet user needs. These databases can be structured query language (SQL) or NoSQL, using tools including Spark, AWS RDS (PostgreSQL, Aurora), Elasticsearch, DynamoDB, S3, Lambda, Glacier, Athena, Glue, and CloudFormation.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-13, you must have one (1) full year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Designing, developing, deploying and supporting IT infrastructure in cloud-based infrastructure (e.g., AWS, Azure, Oracle Cloud, GCP) OR experience deploying and managing Windows or Linux-based servers; AND
- Managing relational or NoSQL databases; AND
- Managing, organizing, analyzing, evaluating, and coordinating a variety of activities throughout the project lifecycle.
AND
In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below.
- Attention to Detail, such as participating in the review of IT application design and development efforts, the development of standards and procedures for the Bureau, and the evaluation of new technologies.
- Customer Service, such as receiving, evaluating and responding to user requests for special purpose reports drawn from various databases.
- Oral Communication, such as sharing knowledge and expertise to systems analysts and database administrators in the use of techniques and procedures as applied to database design and implementation.
- Problem Solving, such as performing studies relating to performance of information resources management in which alternatives are set forth or derived and recommendations are made.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
