This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Operations Research Analyst leading, planning, and executing analytical war-games in a systematic and rigorous manner to examine operational and strategic level issues, questions, problem sets, and scenarios.
Duties
Direct the performance of a broad range of wargaming methodologies to evaluate operational and strategic problem sets and scenarios to meet National Security Strategy (NSS) and National Military Strategy (NMS) goals.
Generate ideas for new programs, policies, studies and approaches in one or more subject areas through application of wargaming methodologies.
Design and develop wargaming methodologies to address operational or strategic level problem sets.
Lead cross-functional study teams and direct the performance of operational and strategic analysis to plan, execute, and lead wargaming studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee must obtain and maintain a SECRET clearance.
- Travel Required 25% of the time or less.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst:
Degree Required: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes completing projects such as operational and logistical war gaming analyses; conducting analytical studies in areas of mobilization and deployment, as well as force structure and enabler force requirements; advising and addressing difficult questions posed by leadership; presenting findings and recommendations for advancing mobilization and deployment initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
