The primary purpose of this position is: To serve as the JBSA-FSH Installation Transition Services Manager for all Army Soldiers, DA Civilians and their family members leaving active federal service. Transition Assistance includes employment assistance, relocation, benefits, education, finances, and insurance.

Duties

Program Management. Serves as the Transition Services Manager (TSM) on an AETC JBSA-FSH installation to ensure timely and efficient delivery of Army Career and Alumni Program (ACAP) services to transitioners, i.e., separating/retiring Soldiers, DA Civilians and their family members. Plans, directs, and implements components of the installation's ACAP. Program Administration. Authors ACAP local installation policy guidance that implements Army ACAP policies and procedures for approval by the Manpower and Personnel Chief and 502FSS Squadron Director. Installation Liaison. As TSM, serves as the primary installation advisor to the 502 MSG Leadership and support staff, and Mission Partner Commanders for all ACAP related issues. Client Services. Acts as ombudsman for transitioning personnel.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) processing and military benefits available concerning retention, retirement, separation, identification cards, medical benefits, dental benefits, commissary, exchange, morale and welfare facilities, post service insurance and educational benefits for soldiers and family members; (2) utilizing knowledge of the theories and principles of management and organization including administrative practices, procedures pertaining to a wide variety of military personnel areas, job employment areas, channels of communication, areas of responsibility, and delegation of authority; (3) applying various methods and techniques for investigating, analyzing, and effecting corrective action on complex problems in the Army Career and Alumni Programs (ACAP). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military human resources and force management principles, concepts, laws, rules and regulations governing DoD, federal, state and local transition programs and services. 2. Ability to represent the agency and converse with senior staff of other Federal, State and Local government agencies including military units and major businesses and other agencies committed towards assisting military personnel in transitioning from the military. 3. Knowledge of current theories, standards, and programs involved in providing employment information and counseling services to mobile population. 4. Ability to analyze, plan, coordinate, and adjust work operations to meet program requirements and objectives within available resources as directed by HQ IMCOM and federal laws and regulations. 5. Skill in gathering, assembling, and analyzing data/facts, identifying trends, developing solutions and making recommendations to resolve and/or minimize problems/issues. 6. Knowledge of the budget process to include formulation, presentation, and execution procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
