Duties

Primary Purpose Continued: general purpose, special purpose, and recreational vehicles, and routine traffic safety policies, practices, and procedures with the goal of mishap prevention. DUTIES: Serves as Subject Matter Expert (SME) for Air Force/DoD traffic and occupational safety criteria and programs. Develops, plans and organizes policy development for execution of viable traffic, motorcycle and occupational safety programs through interface and interaction with safety professionals, and subject matter experts, encompassing Air Force operations worldwide. Conducts analysis of the AF mishap database and develops guidelines for accepted safety principles that are required by law or derived from lessons learned, in order to control and eliminate a variety of high hazard safety risks. Develops, reviews, and implements the Air Force Motorcycle Safety program. Represents the Force Safety Center (AFSEC) at meetings, seminars and conferences sponsored by MAJCOM/DRU/FOAs, DoD, other federal agencies, or industry.

  • The employee may be required to travel on military and commercial aircraft.
  • Work may require frequent or long term CONUS or OCONUS travel away from the normal duty station.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Selection of this position is contingent upon proof of U.S. Citizenship.

Qualifications

This position is Centrally Managed by the Safety Career Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Group Coverage, for the GS-0018 Safety and Occupational Health Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of safety and occupational health concepts, principles, laws, regulations, standards, practices, and precedent decisions which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing safety and occupational health management techniques critical to the resolution of complex safety and occupational health management problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of established safety and occupational health principles, practices, procedures, methods, techniques, laws, regulations, and current legislative issues as they relate to the Air Force traffic and occupational safety programs. In-depth knowledge of mandatory federal safety and health standards, American consensus standards, and other nationally recognized safety guidance sufficient to determine the need for inclusion in, and supplementation of AF safety standards. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, while responding to work related problems and questions. Ability to plan, organize work, meet deadlines, identify problems and develop innovative solutions. Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for Air Force application. Ability to review mishap data, perform data analysis, and develop required AF and OSHA reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
