This position is located in the Administration and Support Services Directorate, Budget and Finance Business Office of the VHA Integrated Veteran Care (IVC). This position is established to support the Integrated Veteran Care (IVC) in the design, development, implementation, modification, and maintenance of health care business solutions to improve VHA patient administration and revenue processes.
Duties
Major Duties and Responsibilities:
Knowledge in the performance of such work as analyzing national-level programs (e.g., multi-million dollar research grants, contracts or. cooperative agreements); developing and implementing budgetary, building maintenance and facilities policies; interpreting and assessing the impact of new legislation; projecting the potential effects of budgetary actions on program viability; rendering authoritative interpretations of Executive Orders, OMB guidelines and directives, and policies and precedents within and across agency lines; and developing new methods and techniques of budgeting to forecast long-range funding needs.
Knowledge in wide range of quantitative and qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs.
Extensive knowledge of a broad range of supply program relationships to manage the supply Fund, Property Management, Inventory Control and Storage Operations.
Knowledge of inventory control policies, procedures, regulations, principles, practices and techniques of the physical receipt, custody, care and distribution of material, material handling equipment and methods and related processes.
Knowledge and experience in applying project management techniques and principles in order to routinely direct and assist in administrative research, development of reports and program analysis.
Knowledge of Agency program goals and objectives, the sequence and timing of key events, and methods of evaluating the work of program accomplishments.
Skill to plan, analyze and organize initiatives to accept and implement recommendations where the proposals involve substantial agency resources.
Ability to plan, organize, implement and continually evaluate programs, involving considerable funds and resources, which are designed to promote goals and objectives.
Knowledge of evaluation techniques and a high degree of skill in analyzing data in order to prepare recommendations on program areas assigned, including the evaluation of legislative or Departmental program directives and regulations.
Knowledge of Integrated Veteran Care (IVC) and Department goals and objectives, as well as the relationship of IVC programs to other Department programs.
Must possess policy analysis ability to assess the impact of organizational structures, resources and policies.
Ability to analyze and develop new approaches to other complex problems and to plan, manage and coordinate complex work assignments.
Promotion Potential: Full performance level of a GS-13
Work Schedule: Full-time; 7:00am- 4:30pm EST Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GSA-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Be a strategic and creative thinker with the agility to balance competing priorities, complex situations, and tight deadlines. Comfortable managing with ambiguity; Experience translating strategic vision into operational success, experience setting and measuring performance against targets within a complex and evolving operational environment. The ability to quickly adapt plans as new opportunities and challenges emerge using advanced problem solving and process improvement skills; Demonstrate success ensuring budgeting, financial management, and development supports near- and long-term needs and objectives; Excellent verbal, written, and interpersonal communication skills as well as a track record in presenting to a variety of audiences. Experience managing personnel records, CRAM tasks, supplies, and records management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is typically sedentary, occasionally requiring some standing, walking and stooping.
