About the Position: Serves as a Budget Analyst within the Deputy Chief for Logistics and Operations, G-3, Organic Industrial Base (OIB) Modernization Task Force, located in Redstone Alabama.
Duties
Prepares and presents appropriate integrated, consolidated analysis, and/or special budget management data to the Deputy Chief of Staff (DCS), G3, the Command Group, higher headquarters, and other management elements.
Reviews, analyzes, and interprets legislation, appropriation and authorization language, OMB directives, Treasury Department and OSD and HQDA guidelines to determine impacts to Commands resources.
Utilize PPBE databases and financial systems to provide impartial analysis and assessment of financial data for use by leadership and management officials for decision making purposes.
Prepares and participates in periodic budget and program reviews to determine progress against approved funding, schedules and objectives.
Develops and provides overall funding guidelines and advice for preparing the Program Objective Memorandum (POM).
Reviews, analyzes and interprets DA Program Budget Guidance (PBG), to include both narrative and quantitative portions, and determines impact of changes on assigned programs and funding level.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes responsibility to support the planning, programming, budgeting and execution functions for the assigned appropriations supporting Modernization. Performs planning, analysis, formulation, justification, presentation, and execution oversight of the single and multi-year budgets for assigned programs and subordinate commands. Reviews Program Budget Decisions, Comptroller General Decisions and Budget Circulars to identify the impacts of changes on budget administration and execution. Reviews and analyzes Congressional actions, dollar trails, special funding guidance, manpower levels, and other sources of information pertaining to the year of execution.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
