Duties

Recommends changes in how processes are executed, including system changes or other process improvements. Acts as a focal point for sponsoring/proposing improvements for processes. Identifies areas for system or process improvements based on their own experiences in supporting Enterprise Business System (EBS) end users. Identifies and develops process-specific Key Performance Indicators (KPIs) and metrics. Serves as expert analyst and advisor to the Process Owner and other senior agency management on functional program/process improvement initiatives. Serves as expert analyst and advisor to the Process Owner on the development and implementation of policies and procedures for their process area. Identifies areas requiring additional investigation into process performance, policy effectiveness, or system design and performance. Analyzes KPIs and metrics to determine if the results meet the defined goals and objectives set forth.

Qualifications

To qualify for a Business Process Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge in monitoring, analyzing, and evaluating implementation of accepted proposals for improving Key Performance Indicators (KPIs), metrics, and other process performance critical data to ensure the enterprise functional process area is meeting its performance targets, and identifying trends and other factors adversely affecting performance. Provides expert guidance to lower level BPA's on the interpretation and application of enterprise-wide processes and procedures. Expert knowledge in processes and procedures, as well as documented business rules, are adhered to; and that problems identified by Enterprise Business System (EBS) end users are collectively reviewed/analyzed and properly elevated for Process Owner review; and develops/presents recommended options for resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
