Duties

Serves on the Acquisition Workforce Development and Intern Center of the Procurement Process Support Directorate. Leads and participates in program initiatives for organizational Acquisition Workforce Development issues. Serves as DLA Energy’s program manager, accountable and responsible for the development and implementation of DLA Energy’s Acquisition Workforce strategy through project management and life cycle methodologies. Directs DLA Energy Acquisition Workforce Development and intern policy development/implementation in the areas assigned, including overseeing and managing related work of functional leads in the implementation areas. Develops, maintains, adjusts, and improves the DLA Energy Acquisition Workforce Development and intern strategy where proposals involve substantial center resources and extensive changes in established procedures. Provides oversight and policy guidance for DLA Energy managers with regards to Acquisition Workforce development, DAWIA certification processes, leadership enhancement, and employee policy matters. Continuously defines, analyzes, and monitors Acquisition Workforce Development initiatives conducted by DLA, including the DLA Energy Acquisition Workforce Mentor/Protégé Program.

Qualifications

To qualify for a Career Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with regulatory and enforcement programs and provides expert advice in the identification and solution of complex problems. Evaluate the projected impact of new or modified legislation on Agency programs or resources. Experience and participation in Acquisition Workforce programs, with a solid understanding of policies, goals, and objectives to strategically analyze, develop, and coordinate policies. Perform analytical and evaluative studies to measure and evaluate current program compliance with Federal or Agency rules and regulations, and efficacy of current practices. Conduct quantitative and qualitative studies to develop staffing standards which cover complex program functions or missions, identify potential sources of qualified candidates and staffing requirements, and participates in the designing and training of the workforce in a changing work environment and expanding workforce population. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
