Duties
Exercises responsibility over Human Performance (HP) processes, Knowledge Transfer and Training (KTT), Change Management (CM), Organization Alignment and other administrative functions in support of the overall mission.
Directs projects with expansive HP implications that rely on sound technical guidance, workload data reviews and analyses, and adjustments in the organizational structure
Leads and supervises efforts to propose job roles based on new and changing mission requirements.
Manages cross-functional teams in conducting organizational studies to eliminate overlap and/or duplication of functions while maximizing efficiencies of human and fiscal resources.
Provides assistance to other organizations within DLA ENERGY and DLA to promote standardization of HP practices within the framework of the S4/HANA Platform.
Serves as DLA ENERGY project manager for the development and transmission of training and job-ready tools.

Qualifications
To qualify for a Supervisory Human Performance Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Directs projects with expansive HP implications that rely on sound technical guidance, workload data reviews and analyses, and adjustments in the organizational structure
Directs programs that work with multiple partners to coordinate the transition of the workforce, and Service partners, to the new organization and jobs/roles for each functional release and rollout.
Performs Organization Alignment analysis
Promote standardization of HP practices within the framework of a new initiative

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
