You will serve as a SUPERVISORY PROGRAM ANALYST in the PROGRAM SUPPORT DIVISION, CITIZENSHIP DEVELOPMENT DIRECTORATE of NSTC GREAT LAKES.
Duties
You will plan, develop, and manage program analysis projects to determine Naval Junior Reserve Officer Training Corps (NJROTC) program performance trends.
You will analyze findings and draft reports necessary for Congressional requests for information and higher echelon reporting.
You will receive applications for the establishment of new NJROTC units and perform critical analysis in the review of program data and preparation of required reports for unit viability.
You will analyze and evaluate on a quantitative and qualitive basis the effectiveness of NJROTC program operations and unit performance in meeting establishes goals and objectives.
You will conduct current and emergent planning for budget, curriculum and logistical requirements and participate in management studies.
You will serve as the Contracting Officers Representative managing acquisitions, providing technical input on contracts, and creating performance work statements.
You will as a function as a supervisor and plan work, set priorities, develop performance standards, interview candidates, and identify developmental and training requirements for subordinates.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, conducting, and managing complex analytical projects and studies utilizing analysis skills, research methodologies, and evaluation techniques to assess program effectiveness and efficiency; 2) Interpreting laws, regulations, and policies governing federal programs, to make recommendations and draft changes; 3) Analyzing program cost data and providing recommendations for associated budget execution; 4) Preparing detailed reports, briefs, and policy documents and delivering presentations to stakeholders and senior management at all organizational levels; and 5) Setting priorities, assigning work, providing guidance and feedback, evaluating performance, and fostering a collaborative team environment.
