You will serve as a PROGRAM ANALYST in the Manpower (N1) of NSTC GREAT LAKES.
Duties
You will analyze administrative programs to locate and eliminate ineffective procedures or processes.
You will develop process improvement recommendations to assist managers with formulating improvement plans and strategies.
You will develop and maintain databases related to continuous process improvement activities, projects and training.
You will create spreadsheets, databases, or data analysis tools to manipulate large datasets for analysis.
You will document analysis findings for management review.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Collecting and analyzing data from automated systems and databases to prepare reports and briefs and to answer queries; 2) Assists supervisors and employees with completion of personnel processes, such as performance management, hiring actions, awards, etc. to meet assigned deadlines; 3) Applying fundamental human resource management principles and practices in tracking manning levels, identifying trends, and recommending required action to improve personnel readiness; 4) Ability to balance multiple priorities and organize work in order to answer customer inquiries and requests for information, while responding to projects with conflicting deadlines.
For GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing and analyzing program requirements to provide status and/or identify problems and develop reports/briefings; 2) Assists supervisors and personnel with program requirements for completion of command projects and to meet assignment deadlines; 3) Extracting, analyzing and compiling data into reports and presentations; 4) Evaluating program data or metrics to provide advisory services for various programs such as civilian and/or military manning for an organization 5) Ability to plan and organize work to meet deadlines and respond to inquiries from internal and external customers in a timely manner.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07 position - One full year of graduate level education OR superior academic achievement OR possess a combination of experience and education as described above that equates to one year of experience.
GS-09 position - master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related
