You will serve as a PROGRAM ANALYST in the Manpower Department of NSTC GREAT LAKES.

Duties
You will analyze manpower and personnel operating procedures requirements to identify problems.
You will evaluate management data, reports, or other information to identify improvements in the effectiveness of operations.
You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to prepare reports.
You will draft process improvement plans, goals, or objectives for implementation.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, collecting, and analyzing military and civilian manning to track personnel, analyze manning levels, identify shortfalls and required actions to improve personnel readiness levels; 2) Serving as program advisor to managers and employees on civilian personnel processes such as performance management, hiring actions, awards, etc; 3) Conducting force management reviews by compiling and analyzing data to justify manning requirements, develop briefings and recurring reports, and identify and execute requirement changes; 4) Interpreting, analyzing, and applying local and higher echelon personnel policies and procedures, protocols, directives and instructions; and 5) Ability to balance multiple priorities and responding to customer inquiries and requests for information, while responding to projects with conflicting deadlines.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Collecting and analyzing data from automated systems and databases to prepare reports and briefs on military manning levels and to answer queries; 2) Assists supervisors and employees with completion of personnel processes, such as performance management and hiring actions, to meet assigned deadlines; 3) Applying fundamental military management principles and practices in tracking manning levels, identifying trends and recommending required action to improve personnel readiness; 4) Ability to plan and organize work to meet deadlines, and respond to inquiries from internal and external customers.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Successful completion of a Ph.D. or equivalent graduate degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that is related to this position being filled.
