You will serve as a SUPERVISORY PROGRAM ANALYST in the Navy Junior Reserve Officers' Training Corps (NJROTC) Program and
Citizenship Development Department of NSTC GREAT LAKES.
Duties
You will manage and direct the Navy Junior Reserve Officers’ Training Corps (NJROTC) program across the United States, its territories, Department of Defense Schools (DoDDS) overseas, to include public/private and rural/inner city schools.
You will formulate, justify, manage, and monitor the budget to include: Instructor salary reimbursement; Textbooks and curriculum development; instructor administration; Cadet uniforms; Cadet training/orientation visits; and Operational oversight.
You will evaluate and modify program policies, procedures, and overall training programs, as required, per statutory and regulatory requirements.
You will establish annual operational and training objectives in conjunction with current directives, to include planned and projected cadet enrollment, unit viability, instructor attrition, and new unit requirements.
You will conduct and schedule conferences with instructors and school officials, attend planning conferences with government officials, and consults with State Departments of Education and superintendents of schools on program policies or standards.
You will plan work to be accomplished, set and adjust priorities/requirements, develop performance standards, interview candidates for positions, and give advice, counsel or instruction to employees on both work and administrative matters.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating new or modified legislation and DOD policies to determine impact to service-wide program operations and resources: 2) Developing policies and regulations for a DOD/service-wide training and education programs to improve operations and ensure compliance with federal laws and/or DOD policies; 3) Applying experience in advocating for legislative and policy changes to support of managed programs; and 4) Developing and delivering detailed briefings to senior leaders at the DOD/service-wide level and members of the public to advise and persuade on program requirements, public law and policies and 5) Leading cross-service functional teams to assess program effectiveness, compliance, and policy changes.
