The primary purpose of this position is to serve as the Chief, Command Knowledge Management and Command Knowledge Management Officer (KMO) and Command Information Officer for USSPACECOM, and continually assess and synchronize KM/IM efforts as they apply to staff readiness, unit infrastructure, unit performance, and to advise the Chief of Staff and staff on best practices.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Serves as the United States Space Command's Knowledge Management Officer.
Plans, organizes, and carries out the activities as the Command's Decision Processes Manager.
Plans, schedules, and maintains the KM Assessments Program.
Serves as the Command's Information Sharing Manager.

Qualifications
CONDITIONS OF EMPLOYMENT CONTINUED:
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include the ability to perform quantitative and qualitative data analysis in order to gather, measure, and analyze facts, draw conclusions and devise recommended solutions while being able to negotiate and defend ideas and support Knowledge Management, Information Sharing and Command Processes concepts. Ability to plan, organize, and direct the operation of a medium sized organization, and to mentor, motivate, and apprise a staff of subordinate workers with proven leadership skills and a demonstrated ability to build effective teams while being able to communicate effectively, both orally and in writing.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military process and doctrine; USSPACECOM Strategic Vision, Concept of Operations, Battle Staff Standard Operating Procedures; Joint policies and procedures; DoD, Joint, and Services' organizational structures.
Knowledge of military strategic and tactical concepts, principles, processes in all domains- space, land, aerospace, maritime, cyberspace, planning, logistics, and interagency. Knowledge of safety and security regulations, practices, and procedures.
Practical and professional knowledge of a wide range of all the services military and commercia technical Command, Control, Communications, and Computer methods, principles and practices. Skill to perform quantitative and qualitative data analysis in order to gather, measure, and analyze facts, draw conclusions and devise recommended solutions while being able to negotiate and defend ideas and support Knowledge Management, Information Sharing and Command Processes concepts.
Ability to plan, organize, and direct the operation of a medium sized organization, and to mentor, motivate, and apprise a staff of subordinate workers with proven leadership skills and a demonstrated ability to build effective teams while being able to communicate effectively, both orally and in writing.
Ability to act, or react, in a high stress environment to intense domestic event situations, make critical characterization judgements, formulate recommendations that may have major national/consequences and transmit those recommendations clearly and concisely to senior leadership.
Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confiedentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
