This position functions as the Administrative Officer (AO) to the Associate Chief of Staff (ACOS), Primary Care Service, responsible for the administrative management and activities of the Primary Care Service. The position is responsible for coordinating the activities of a complete range of primary care services located at the Saginaw facility and its nine Community Based Outpatient Clinics (CBOCs). This position is located at the Aleda E. Lutz VA Medical Center.
Duties
Veteran Affairs (VA) Healthcare System Serving Ohio, Indiana and Michigan (VISN 10) advocates for a Whole Health System of care in each of the Medical Centers. GS-7: This position is a developmental Administrative Officer, This position will assist in the performance of the duties as outlined in the target grade position description, but will do so under closer supervision and with less scope and effect.
Major Duties:
Assists the ACOS, Primary Care Service and the Assistant Associate Chiefs of Staff (AACOSs), Primary Care Service, with the management and functioning of the Primary Care Service, and the affiliated programs including managing human resources, management of facilities and space, determining workload and budget.
Develops, evaluates, and modifies systems to achieve program goals.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Participates in short- and long-range planning for the Primary Care Service. Assist the ACOS and AACOSs in developing and monitoring performance measures, quality improvement, and credentialing and privileging activities.
Assists the ACOS and AACOSs to ensure that the Primary Care outpatient clinics follow the laws and procedures involving Veteran eligibility/entitlement for medical care. Duties include coordination of clinic staff, setting policy and procedures to keep pace with the changing requirements, and responding to any complaint and correspondence regarding these clinics.
This position services as the liaison between clinical and professional staff on all administrative issues.
Collects and analyzes all data with regards to access, performance standards and measures, physician productivity, physician performance pay, Decision Support System data, etc.
Draws independent conclusions after thorough interpretation of the data. Brings areas of concern to the ACOS, AACOSs, and top management, and suggests and implements solutions to solve problems creating access or other issues in the primary care clinics.
Takes a leadership role in maintaining all current documents necessary to meet requirements of external reviews for the VA and the residency program, such as The Joint Commission, Office of Inspector General (OIG), and all other oversight bodies.
Assures information is current, accurate and in compliance with regulatory Directives and guidelines. Provides information and reports upon request of the ACOS and AACOSs.
Determines methods for data collection to respond to requests and determines reporting formats.
Drafts responses for the ACOS and AACOSs regarding pertinent memoranda, procedures, policies, directives, grievances, and correspondence related to issues.
Work Schedule: Fulltime/ Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : One (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and most of the duties can be accomplished sitting comfortably while others require walking, standing, bending, and carrying light items such as papers and books.
