This position is organizationally aligned to the Office of The Assistant Medical Center Director at the Aleda E. Lutz VA Medical Center in Providence, Saginaw, MI.
Duties

The responsibilities of the Administrative Officer position includes a variety of management services such as providing administrative support and program analysis; acting as a coordinator, troubleshooter, and liaison providing advice and assistance to other administrative officers in the clinical services; conducting studies of manpower, space, budget, and equipment utilization; representing the Assistant Director on top management teams; identifying problem areas based on review of hospital activity; maintaining medical center By-Laws, Rules, and Regulations; and functioning as a resource person for the Assistant Director and Medical Center Director during long-range planning and in the formation of hospital policy.
The major duties include but are not limited to:
Plans, controls, directs, and oversees administrative operations for clinical programs and services; identifies issues; determines scope of impact; presents recommendations and implements solutions on behalf of the Assistant Director and Executive Leadership Team;
Oversees a full range of human resources requirements, including assisting with projecting staffing needs, developing, and submitting personnel requests to the Position Management Committee, coordinating performance rating activities, changes in personnel utilization, and overseeing personnel actions;
Reviews, analyzes, and interprets incoming requests from staff, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints, and work priorities;
Assures clinics have appropriated personnel, equipment, supplies, repairs, space, etc. necessary to deliver quality patient care services;
Serves as a liaison between all services, Executive Leadership team, affiliated hospitals and institutions, and other VA organizations;
Articulates medical center goals and objectives, representing the Assistant Director in every aspect of the medical center, both clinical and operational;
Drafts responses for Assistant Director regarding pertinent memoranda, action items, procedures, policies, directives, grievances, and correspondence related to issues;
Conducts studies and organizational analyses of functions and work processes and functions as a consultant and advisor to management and leadership by providing guidance to effect improvements in mission effectiveness, resource utilization, and cost savings;
Develops both long and short-range policies and plans for the organization by coordinating clinical administration needs of the medical center or network;
Serves on various facility committees and boards, to include Executive Leadership Board, Resource Board, Healthcare Delivery Committee, Space Committee, Access Committee, and others as needed as an active member and the Assistant Director designee;
Meets with personnel from other clinical and administrative services at all levels to coordinate activities with other services;
Identifies, investigates, analyzes, and makes recommendations for the solution of problems and implements solutions to problems;
Identifies the need for further studies or actions to resolve both patient care and administrative operations; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience providing a variety of management services essential to the direction and operation of a department or organization pertaining to budget/fiscal management; human resources/personnel management; purchasing/supply management; performing administrative functions to analyze and evaluate the efficiency and effectiveness of procedures/processes, improving and timeliness of work operations, preparing a range of correspondence and reports. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~
Driver's License Requirement (Screen-out): This position requires driving a government vehicle to perform the official duties of the position; therefore, a current and valid state-issued driver's license is required. Physical Requirements: The work of the position primarily sedentary and most of the duties can be accomplished sitting comfortably while others require walking, standing, bending, and carrying or moving items such as cart, notebooks, papers, and books. This position requires travel by government vehicle to Community Based Outpatient Clinic and Saginaw locations as a regular and reoccurring part of the duties.
