The Administrative Officer (AO) is assigned under the Chief of Social Work, within the Social Work Service, performing duties directly contributing to the administrative management of Social Work Service. The duties of the AO are highly complex and require in-depth administrative knowledge and complex managerial skills in the management and administration of a broad range of social work services.
Duties
Duties include but are not limited to: Administration, Data Management, and Quality Assurance (50%):
The incumbent must possess a high degree of flexibility and adaptability in mastering a highly demanding work environment with the end product of each project being completed in a thorough and efficient manner.
Functioning as the primary liaison to other services, serving as the conduit for information flow and management of assignments between such offices.
The incumbent must demonstrate an ability to clearly articulate medical center goals and objectives, a is key in represent the SWS in every aspect of the medical center, both clinical, social work, and operational. Serves as the SWS's advisor in the management of programs and services.
Drafts responses for SWS in regard to pertinent memoranda, action items, procedures, policies, directives, grievances and correspondence related to issues.
Composes various documents, to include standard operating procedures, policies, reports, memoranda , letters, etc. Assures that policies, directives and all mandatory information are current and properly maintained and disseminated to all appropriate staff.
Project Support, Planning, Oversight, and Integration (20%):
The AO reports organizationally to the Chief/SW and provides staff assistance in any area under the direction of the Chief/AO. Provides full and complete support to social work leadership in the planning, coordination, analysis and execution of policies and programs and serves as an advisor on matters related to the internal and external operations of SWS.
The AO has overall project responsibility for assessing the administrative needs of the SWS, meet organizational objectives and customer needs, enhancing teamwork, and improving SWS's and Saginaw VA's 's overall performance.
Clinical Policies Planning and Implementation (15%):
Must incorporate the principles, practices, processes, and techniques common to any situation to the specialized requirements of SWS.
This position requires considerable knowledge of general clinical systems, programs, and practices and of how these clinical principles and practices relate to the unique characteristics and needs of SWS.
Provides active and well-informed administrative participation in planning for the delivery of social work care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of programs.
Human Resource Management and Advisement (15%):
Oversees a full range of human resources requirements, including assisting with projecting staffing needs, developing and submitting personnel requests to the Position Management Committee, coordinating performance rating activities, changes in personnel utilization, and overseeing personnel actions.
Reviews, analyzes and interprets incoming requests from staff, recommends appropriate actions or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints and work priorities.
The incumbent assists with monitoring of social work service(s) full time employee equivalent (FTEE) statistics, provides information to facilitate the preparation of the Service organizational chart; assists with staffing methodology; assures that clinics have appropriated personnel , equipment, supplies, repairs, space, e necessary to deliver quality patient care services

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in drafting and managing various documents, including policies, procedures, and correspondence, to ensure operational efficiency. Skill in analyzing and resolving complex issues, with the capability to present clear recommendations in both written and oral formats. Experience with administrative practices, proficient in both descriptive and numerical analysis techniques. Skills in conveying information, both written and oral, to diverse internal and external audiences.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a such a degree, or LL.M, if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated on the following Competencies for this position:
