The incumbent will serve as an Administrative Officer organizationally aligned to the Office of the Assistant Medical Center Director at the Aleda E. Lutz Veterans Affairs Medical Center. The responsibilities of the position include a variety of management services such as providing administrative support and program analysis.

Duties

As an Administrative Officer to the Assistant Director the incumbent must possess a high degree of flexibility and adaptability in mastering a highly demanding work environment with the endproduct of each project being completed in a thorough and efficient manner. Duties are broad in nature and encompass both clinical and operational aspects of the medical center. Duties include but are not limited to: Independently plans, controls, directs, and oversees administrative operations for clinical programs and services; identifies issues; determines scope of impact; present recommendations and implements solutions on behalf of the Assistant Director and Executive Leadership Team. Oversees a full range of human resources requirements, including assisting with projecting staffing needs, developing, and submitting personnel requests to the Position Management Committee, coordinating performance rating activities, changes in personnel utilization, and overseeing personnel actions. Maintains a broad knowledge of Executive Career Field Performance Initiatives, VHA Directives and implementation of new programs within the medical center, and shares knowledge that may be helpful to the Executive Leadership. Serves as a liaison between all services, Executive Leadership team, affiliated hospitals and institutions, and other VA organizations, while demonstrating the principles of good customer service and positive customer relations. Composes various documents, to include standard operating procedures, policies, reports, memoranda, letters, etc. Serves on various facility committees and boards, to include Executive Leadership Board, Resource Board, Healthcare Delivery Committee, Space Committee, Access Committee, and others as needed as an active member and the Assistant Director designee. Participates in taskforce or research groups to analyze problem areas and recommends adjustment to improve existing policy or procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Act as a coordinator, trouble shooter, and liaison providing advice and assistance to other administrative officers in the clinical services Conduct studies of manpower, space, budget and equipment utilization Draft responses for Assistant Director in regard to pertinent memoranda, action items, procedures, policies, directives, grievances, and correspondence related to issues Analyze workload, cost, and productivity data, in order to advise and assist the Assistant Director in determining appropriate distribution of resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and most of the duties can be accomplished sitting comfortably while others require walking, standing, bending, and carrying or moving items such as cart, notebooks, papers, and books. This position requires the incumbent to travel by government vehicle to CBOC and Saginaw locations as a regular and reoccurring part of their duties (valid driver's license required). This position does not require the incumbent to transport patients in a government vehicle.
