The Administrative Officer (AO) is in the Office of Quality, Safety and Value (QSV) service line, which encompasses Patient Safety, Risk Management, Quality Management, High Reliability, Systems Redesign, Controlled Substance, Infection Control, Policy oversight, and Data Management. The AO serves the QSV Service as a coordinator, advisor, analyst, and planner for the monitoring of the delivery of healthcare services within Aleda E. Lutz VAMC.
Duties
Duties include but are not limited to:
Administrative and Data Management (40%):
Incumbent analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources.
The incumbent can maintain and improve systems of delivering health care by facilitating program policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs and services in which QSV is involved.
Leads in development and creation of systems for data management and aggregation, compiling and tracking and analyzing data for performance improvement, recording data for external accreditation agencies, generating official responses to and coordinating reviews by external agencies, i.e., Joint Commission, Office of Inspector General and other regulatory agencies.
Planning/Coordination and Development (35%):
Responsible on a day-to-day basis for coordinating with and facilitating the function of all services, clinical and administrative, which interface with QSV. This includes relations with support services such as Fiscal, Logistics, Human Resources, Police, Engineering, Environmental Management, Information Management, and others as needed etc.
Plans and coordinates changes in workload to meet deadlines and maintain a smooth workflow: reviews and edits work of subordinate staff and assures work is complete and accurate; evaluates and develops performance standards, reviews leave to ensure accuracy, advises staff on all matters pertinent to the Office; orients new employees in the various activities of the QSV department.
Ensures that patient complaints related to. aspects of their care are promptly addressed.
Personnel Administration (15%):
The incumbent is also charged with the responsibility of operating within the authorized budget.
In coordination with the Chief QSV, discusses, investigates, and facilitates response to employee grievances and dissatisfactions to resolve conflicts.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Budget/Financial/Resource Management (10%):
Develops the need for and purchase of equipment and expendable supplies and oversees the use of funds allocated to the control points.
Aids in developing goals and objectives for the QSV department and translates these into specific actions and policies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to review and translate directives and policies;
Monitor expenditures for personnel, equipment, supplies, etc.;
Ability to develop performance standards and evaluate work performance of subordinates.
Ability to plan and coordinate changes in workload to meet deadlines and maintain a smooth workflow
Ability to manage day to day required suspense's that arise from the QSV service line (data management)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a such a degree, or LL.M, if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Preferred Experience: Program management, policy writing and management experience, program analyst experience, leadership experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office. Visits to patient care areas may be included and could involve patient contact and slight risk of exposure to contagious disease. Sitting at a computer terminal is required daily. Travel between facilities may be required.
