DCSA's CI and Insider Threat Directorate is seeking an experienced Collection Management Officer (CMO). You will drive the agency's CI collection strategy of foreign intelligence threats and actively participate in multiple DoD and National processes for requirements, collection directives and policies. CMOs use a combination of formal training and independent learning to develop and maintain subject matter expertise on Foreign and domestic threats to the Cleared Defense Industrial Base.
Duties
As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
- Reviews and releases raw intelligence in the form of IIRs using CHROME.
- Coordinates IDENT responses with Regional CMOs as required based on DCSA published IIRs.
- Maintains and updates the Operating Directive (OD) for the HQ and Regional elements; tasks requirements and NHCDs as necessary; support regionally managed ODs.
- Advocates for collection requirements to be incorporated into collection strategies and coordinates with requesters to renew, update, close, and/or resolve untasked requirements.
- Represents DCSA CI Operations in internal and external meetings concerning collection requirements support to National HUMINT Collection Directives (NCHD), DoD CI Integration Management Group (CI-IMG) and other DoD collection management related conferences and activities.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Thorough knowledge of the intelligence and operations cycle, asset management, requirements management, and collection management. In addition, a thorough understanding of the concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, human collections, and related disciplines. This includes knowledge of terminology, methodology, and intelligence collection techniques. Knowledge of foreign intelligence entity tradecraft, operations, and collection methodology when targeting technology and research information.
